Question:- A person has not filed ITR for 2020-21 and 2021-22 Financial years His income is 490000- and 495000- for the years.Can he file ITR by paying of Rs 1000- penality for each year and without paying any tax ?

YES, But only upto 24 month from the end of the relevant AY.

Not possible with out paying tax. Late fee payment alone will not suffice.
